Hala CEO Khaled Nuseibeh On Reshaping Dubai’s Taxi Industry
Operating at the intersection of technology and mobility, Hala has essentially transformed how people move around Dubai.
“We’ve really set the blueprint for taxi e-hailing in Dubai,” said Khaled Nuseibeh, CEO of Hala, in an exclusive conversation with Inc. Arabia.
And Nuseibeh’s words certainly ring true – after all, Hala, a joint venture between Dubai’s Roads and Transport Authority (RTA) and the MENA region’s ride-hailing pioneer, Careem, has been reimagining taxi services in the Emirate ever since its launch in 2019.

Operating at the intersection of technology and mobility, Hala has, with its focus on 4 Cs – i.e. customers, captains, colleagues, and community – essentially transformed how people move around Dubai, with Nuseibeh proudly pointing out that in 2024, the business was able to grow by 17 percent, year-on-year, in terms of trips.
“Since we started in 2019, we have come quite a long way, and we’ve achieved a lot,” he said. “We’ve been able to really kind of grow year on year, but also improve year on year, in terms of reliability, in terms of the service that we are offering, so we’re really, really proud of this.”
