Syria’s Ministry Of Tourism Inks Partnerships With Three Saudi Tech Firms, Tamkeen, Cipher, and Hawaz
The agreements are aimed at accelerating the digital transformation of the country's tourism sector.
Syria's Ministry of Tourism has signed a memorandum of understanding (MoU) with three Saudi technology companies—Tamkeen, Cipher, and Hawaz—to develop an integrated digital tourism ecosystem aimed at accelerating the sector's digital transformation.
The agreements form part of the Ministry's long-term digital transformation strategy, which aims to introduce a fully integrated digital operating model to improve Syria’s tourism services, strengthen institutional performance, and support efforts to enhance its competitiveness in regional and international tourism markets.
Tamkeen, Cipher, and Hawaz will thus develop a unified digital platform for tourism services and bookings in Syria, as well as a national digital tourism portal featuring destinations, attractions, and events across the country. In addition, the collaboration is set to implement data governance frameworks, strengthen cybersecurity capabilities, and develop advanced data collection and analytics systems to support evidence-based policymaking and long-term tourism planning.

In a statement, Syria’s Minister of Tourism, HE Mazen Al-Salhani, said, "Digital transformation is not simply a technology project—it is a strategic pillar of rebuilding a more competitive, resilient and future-ready tourism sector. Our ambition is not merely to keep pace with digital transformation, but to lead it across the tourism industry by building an integrated digital ecosystem powered by trusted data, robust governance and resilient cybersecurity. We want the Ministry of Tourism to serve as a benchmark for digital government in the tourism sector and to become the reference point for the wider tourism ecosystem."
Beyond the digital infrastructure, the partnerships with the three Saudi companies also aim to support destination marketing initiatives targeting regional and international visitors, as well as the introduction of specialized training programs to help tourism professionals in the country adapt to an increasingly digital industry.
