Dubai Land Department Launches The Emirati Real Estate Business Incubator
The six-month-long program will support 50 Emirati real estate firms, helping them transition from independent brokers into fully established real estate agencies.

Dubai Land Department (DLD) has launched the Emirati Real Estate Business Incubator, developed in partnership with Dubai Silicon Oasis, a leading hub for technology and innovation, the New Economy Academy, a specialized platform for future economy skills, and Rochester Institute of Technology of Dubai (RTI Dubai), the regional campus of the US-based university.
Kicking off on October 27 at Dubai Silicon Oasis, the six-month-long program will support 50 Emirati real estate firms, helping them transition from independent brokers into fully established real estate agencies.
Speaking at the launch of the Emirati Real Estate Business Incubator, Omar Hamad Bushahab, Director-General of Dubai Land Department, emphasized the department’s commitment to empowering Emirati brokers with the knowledge and skills to succeed. “Through this incubator, we aim to build a new generation of Emirati brokers who can establish leading brokerage firms, contributing to the market’s sustainability and solidifying the UAE’s position as a global hub for real estate investment,” he stated.
The Emirati Real Estate Business Incubator is a strategic initiative designed to empower Emirati talent and elevate the real estate brokerage sector, in line with the UAE’s vision for a sustainable, knowledge-driven economy. The program will focus on sharpening participants’ expertise, empowering them to establish their own brokerage firms, enter the market with confidence, and operate their businesses in line with international best practices.
To achieve this, the program shall provide participants with a comprehensive grasp of the UAE’s property markets, spanning regulatory frameworks, financial processes, market analysis, and feasibility studies, while also examining how broader economic growth influences the sector.
In addition, the curriculum delves into the legal foundations of establishing a business, including contract drafting and corporate structuring, while also covering human and financial resource management and fostering collaborations with banks and developers. Equally important, it highlights the role of modern technology and artificial intelligence in real estate, alongside promoting high standards of professionalism and ethical business practices.
Participants will gain expertise in managing sales, cultivating long-term client relationships, and leveraging brand marketing tools—including traditional and digital media—to strengthen their market presence. This skill set will enable them to craft comprehensive business plans, paving the way to launch successful brokerage firms capable of competing at both local and regional levels.
Upon competition, graduates will earn an accredited certificate from the initiative’s academic partners and receive a full year of professional guidance, including personalized mentorship from industry experts.
The launch of the Emirati Real Estate Business Incubator comes under the umbrella of “The Emirates: The Startup Capital of the World” campaign, initiated by HH Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai. The campaign is led by the UAE Ministry of Economy and Tourism in cooperation with the UAE Government Media Office, and brings together the UAE Council for Entrepreneurship, more than 50 government bodies, private sector organizations, business incubators, accelerators, and top academic institutions.
