Dubai Introduces Two-Year Plan To Expand Agentic AI Adoption Across Private Sector

The initiative forms part of Dubai’s broader efforts to expand the use of AI technologies across the economy and support businesses in improving productivity and operational efficiency.

Dubai has launched a two-year plan to integrate agentic artificial intelligence (AI) across its private sector, as the emirate seeks to accelerate the adoption of emerging technologies and strengthen its digital economy. 

The initiative, which has been rolled out under the directives of HH Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, was announced by HH Sheikh Hamdan bin Mohammed Al Maktoum, Deputy Prime Minister and Minister of Defence of the UAE and Crown Prince of Dubai. It aligns with Dubai’s digital transformation plans under the Dubai Economic Agenda (D33), which places technology and innovation at the center of the emirate’s economic development strategy. 

In a statement, HH Sheikh Hamdan said, “Our goal is for Dubai to become the world’s leading city in adopting these technologies economically and commercially, giving us a new competitive edge for the future. The transformation program spans two years and includes specialized training tracks for all business councils affiliated with the Dubai Chamber of Commerce.”

“We have also directed the Chamber to establish incubators for agentic AI companies to support this transformation, create new economic opportunities for young people in this field, and set up dedicated funds to back this new shift,” Sheikh Hamdan added. "Our objective is to empower our companies to adopt these technologies that will boost productivity, expand business volumes, and reshape the city, making its economy the best in the world in adopting agentic AI technologies.”

HE Sultan bin Saeed Al Mansoori, Chairman of Dubai Chambers, said that his entity would roll out specialized training and support systems for startups and entrepreneurs working in AI. He also noted that the initiative would help young entrepreneurs transform ideas into projects while accelerating the private sector’s digital transformation and further advancing the emirate's goal to be a global leader in AI adoption. 

Ahmad bin Byat, Vice Chairman of Dubai Chambers and Vice Chairman of Dubai Chamber of Digital Economy, noted that the initiative reflects the advanced stage of Dubai's digital transformation and reinforces its standing as a global hub of the digital economy. He added that the Dubai Chamber of Digital Economy would continue working on partnerships, incubators, and legislative frameworks aimed at attracting global technology companies and skilled professionals to Dubai. 

HE Abdul Aziz Al Ghurair, Chairman of Abdulla Al Ghurair Group and Chairman of the Board of Directors of Mashreq Bank, said that the transition to agentic AI marks a new stage for Dubai’s private sector, particularly in developing business models that rely on advanced technologies and investment in young talent. "This initiative provides a significant opportunity for the private sector to invest in young talent and develop future-ready business models that significantly drive productivity, bolstering Dubai’s global leadership in the economy of the future,” he added.

Omar Abdulla Al Futtaim, Vice Chairman and Chief Executive Officer of Al-Futtaim Group, noted that the initiative represents a strategic step in establishing Dubai's position as a leading global economic hub, marking a transformation in the emirate's efforts to advance development across the private sector. “AI and advanced technologies give us a unique opportunity to rethink how we operate, redesign our processes and reinvent our business models,” Al Futtaim said. "Realizing this potential will require continued investment in our people, equipping them with the skills and mindset to lead this transformation, and shape the future of our businesses. At the same time, it opens new horizons for young national talent to advance their capabilities in AI and bring innovative ideas to life, supported by the strong investment environment, infrastructure and technological ecosystem that position Dubai as one of the most attractive destinations for AI companies.”

Dr. Amina Al Rostamani, Member of the Board of Directors of Dubai Chambers and Member of the Board of Directors of AW Rostamani Group, said, "The new Agentic AI initiative opens unprecedented paths for the private sector to be part of shaping the future." She added that the initiative will position Dubai's businesses as a leading model of AI-driven decision-making over the next two years.  while also noting that specialized agentic AI incubators will further accelerate digital transformation and support the creation of new opportunities for entrepreneurs to develop smart applications that boost productivity.
