HH Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, has launched a new framework to transition 50 percent of the UAE government's sectors and services to agentic artificial intelligence (AI) within two years.

The new government operating model, which has been introduced under the directives of HH Sheikh Mohamed bin Zayed Al Nahyan, President of the UAE and Ruler of Abu Dhabi, will be supervised by HH Sheikh Mansour bin Zayed Al Nahyan, Vice President and Deputy Prime Minister of the UAE, and it is set to be implemented by a national taskforce chaired by HE Mohammad Abdullah Al Gergawi, UAE Minister of Cabinet Affairs.

The initiative, which will see agentic AI being used for autonomous execution and decision-making within the UAE government, will make it the first government in the world to transform half of its sectors, services, and operations through advanced AI systems.

In a post on X, Sheikh Mohammed said, “AI is no longer a tool. It analyzes, decides, executes, and improves in real time. It will become our executive partner to enhance services, accelerate decisions, and raise efficiency.”

"This transformation has a clear timeline,” he added. “Two years. Performance across government will be measured by speed of adoption, quality of implementation, and mastery of AI in redesigning government work.”

A post on X by the UAE Media Office noted that this initiative will see all federal government employees undergo specialized, continuous training over two years, tailored to their roles, to build advanced capabilities in AI.

Dedicated teams will be established within each ministry and federal entity, reporting directly to Al Gergawi, to lead and deliver this transformation. Furthermore, ministers, directors general, and federal entities will be evaluated based on their adoption of agentic AI standards as well as the speed of implementation.
