Abu Dhabi Aims For AI-Based Government By 2027

The UAE capital plans to invest AED13 billion (US$3.54 billion) in this initiative that will be led by the Department of Government Enablement in collaboration with local government entities.

The Abu Dhabi Government has announced the Abu Dhabi Government Digital Strategy 2025-2027, which includes plans to invest AED13 billion (US$3.54 billion) to transition to an artificial intelligence (AI)-based government by 2027.

Led by the Department of Government Enablement (DGE) in collaboration with local government entities, the initiative aims to strengthen Abu Dhabi’s position in AI-driven governance. 

The strategy emphasizes developing digital infrastructure, including adopting sovereign cloud computing for all government operations and fully digitizing and automating processes. It also introduces a unified enterprise resource planning (ERP) platform to improve operational efficiency. 

Established in 2023, the DGE supports Abu Dhabi government entities in improving their operations and shaping future governance. 

The strategy includes the "AI for All" program, which focuses on training citizens in AI applications and implementing over 200 AI solutions across government services. The plan is expected to contribute AED24 billion ($6.53 billion) to the GDP and create more than 5,000 jobs by 2027, supporting Emiratization efforts

The strategy also incorporates guidelines and cybersecurity measures to address potential challenges. Recent initiatives such as TAMM 3.0 and the Abu Dhabi Program for Effortless Customer Experience align with the transition toward next-generation digital solutions, including AI, sustainability, cloud computing, and data analytics. 

Partnerships with international partners and local organizations like the Mohamed bin Zayed University of Artificial Intelligence (MBUAI) for skill development, the Advanced Technology Research Council (ATRC) for large language models, and G42 for AI infrastructure, support the strategy’s implementation.  

In a statement, HE Ahmed Hisham Al Kuttab, chairman of the DGE, said, "The Abu Dhabi Government Digital Strategy 2025-2027 reflects our leadership’s vision of being an AI-native government, seamlessly integrating AI across all government systems for a future that is proactive, agile and fully technology-enabled. By incorporating AI, cloud technologies, and data-driven insights into our government’s DNA, we will transform public service delivery, optimize government operations, and drive sustainable economic growth.”
