As the General Manager for the UAE at Microsoft, Amr Kamel leads the global tech giant’s strategic efforts to accelerate the digital transformation of the nation and drive inclusive, sustainable economic growth. Having worked for nearly two decades at Microsoft, Kamel has played a key role in accelerating the company’s partner ecosystem across the region, which notably includes its strategic partnership with Abu Dhabi-based artificial intelligence (AI) and cloud computing company, G42. Kamel thus is today helping to translate the UAE’s AI ambitions into measurable, national-scale impact, all while ensuring that AI adoption remains responsible and inclusive.

“My focus has been on ensuring that Microsoft is not only introducing advanced technology, but also actively enabling the UAE’s strategic priorities, from strengthening sovereign AI infrastructure and enabling in-country data processing, to delivering trusted cloud and AI services aligned with local regulatory and cybersecurity frameworks,” Kamel tells Inc. Arabia. “Through partnerships such as our collaboration with G42, we are helping build locally governed, world-class AI and cloud capabilities that reinforce the UAE’s position as a global AI hub.”

For Kamel, such efforts reflect a broader inflection point for AI adoption across the MENA region. “AI in the MENA region is moving from experimentation to systemic transformation,” Kamel declares. “The next phase will be defined by sovereign, scalable AI embedded into the core of government services, financial systems, healthcare, energy, and education. This shift is underpinned by major strategic investments reinforcing the UAE’s global AI leadership, including the expansion of advanced compute capacity through large-scale deployments of cutting-edge AI chips in 2025, as well as participation in global AI infrastructure initiatives such as Stargate. Together, these efforts position the UAE as a critical hub in the evolving global AI value chain.”

According to Kamel, the MENA is in a unique position today, largely because, rather than trying to fix outdated legacy systems, governments across the region are building digital-first economies with AI integrated from the start. Reflecting on the effect that this is expected to have on organizations and economies, he says, “The real-world impact will be measurable in productivity gains, new business models, and economic diversification. AI will reduce operational costs, accelerate service delivery, and unlock entirely new industries. For resource-driven economies, AI will help accelerate diversification strategies by fostering high-value digital sectors.”

Kamel also suggests that sovereign AI infrastructure—an AI breakthrough that often tends to be underestimated—is particularly relevant for the MENA region today. “While global conversations focus on model size and compute power, for the MENA, the real gamechanger is the ability to deploy advanced AI within national regulatory, security, and data-residency frameworks,” he says. “Sovereign AI allows governments and regulated industries to adopt cutting-edge models while maintaining control over their data, compliance standards, and digital policies. This shifts AI from being an imported capability to a nationally embedded one. It enables trust at scale, and trust is what unlocks adoption in sectors like finance, healthcare, and public services. In many ways, sovereign AI may prove more transformative than any single model breakthrough.”
