Having built a two-decade-long career in procurement, Dr. Liudmila Prozorova, founder and CEO of the Dubai-based Quantum Leap Consultancy, has seen firsthand how, despite the GCC investing hundreds of billions in national transformation, the systems underpinning this spending remain centralized, manual, opaque, and slow. “The consequences are measurable: procurement cycles taking months rather than days, supply chain failures revealing dangerous single-source dependencies, and inefficiencies costing governments an estimated 20–30 percent of public contract value annually,” Dr. Prozorova notes. “For national oil companies, defense supply chains, and mega-infrastructure programs, these are not administrative problems.
